Framework for the Future

Framework for the Future, published by the Department for Culture, Media and Sport (DCMS) in February 2003, sets out the government’s vision for English public libraries over the next ten years.

Framework for the Future has been turned into an action plan based on four themes:

  • Building capacity covers management issues - processes, evaluation, marketing, leadership, impact measures and workforce development
  • Reading and learning incorporates national offers for different age groups
  • Digital citizenship focuses on People’s Network – PCs in every library
  • Community and civic values includes buildings and design as well as services tailored for special needs
